Mix the heavy cream, Keto Chow, and water; chill overnight.
When ready to make the cooler, add the crushed ice to a blender, pour in the prepared Keto Chow, add the creamed coconut, lime juice, and rum extract if using.
Blend until fully combined and frothy.
Transfer to a large glass and gently add the seltzer water if desired.

*Be sure to get unsweetened creamed coconut or coconut butter, not cream of coconut which is high in sugar.
